Current Position

Mr. Payne joined the firm in 1992.  Mr. Payne has proven ability in the planning, design and permitting of roadways, commercial shopping centers, residential subdivisions, sanitary sewer collection systems, water distribution systems, and stormwater management in Charlotte and Sarasota Counties.  Mr. Payne has served as the firm’s lead designer for many Charlotte County projects including Charlotte County Vehicle Maintenance Facility and Public Safety Complex, Fire Stations No. 1, 5, 7, 8, 11, 15, and 16, Punta Gorda Fire Station No. 2, the Murdock Library (Mid-County Regional Library), Toledo Blade Boulevard / Lakeview Boulevard Intersection Improvements, Charlotte County Contract #98-142, Toledo Blade Boulevard Phase I & II Sidewalk Improvements, Sidewalk Design Groups 1, 5 & 6, Charlotte County Contract #00-67, Stormwater Control Structures, Group 2 Structures Charlotte County Contract #99-141, Charlotte County Wastewater Expansion Program Phase I/B1, Charlotte County Contract #95-104 and the Charlotte County Wastewater Expansion Program, South Gulf Cove, Phase I/1A, Charlotte County Contract #96-19.  Other significant assignments by Mr. Payne were the final construction documents for the Harborview Road Widening Project, Kings Highway Extension Project, Veterans Boulevard Extension Project, and sidewalks for Rotonda Boulevard and Beach Road, all for Charlotte County.

Previous Professional Experience

Mr. Payne was previously employed as an Architectural Designer for Willard Bowman Architect in Punta Gorda, Florida from 1984 through 1992.  As a Project Manager and Designer, Mr. Payne was responsible for the design and permitting of various commercial, institutional and multi-family structures, including architectural, structural, mechanical and plumbing disciplines, construction observation, and site layout.  He also assisted in contract negotions and bidding.
